catastrophic flooding already. relentless and dangerous rains in new york. eight inches in just hours. these images right here from vermont. serious life-threatening flooding. roads closed, dozens of rescues. emergency crews fanning out across that state. rushing water cutting a path on the property. an hour outside new york city, a very difficult 24 hours. main street turned into a river. tonight, governor kathy hochul has declared a state of emergency in several counties. at least one person was swept away while trying to escape her flooded home. elsewhere in orange county, drivers taken by surprise, trapped in their cars. state police using ropes to rescue them. and in sony point, new york, a team of rescue divers from the fire department rescuing this man by boat from his flooded home. there are more storms coming tonight. chief meteorologist ginger zee leading us off tonight. she's in rockland county, new york. >> reporter: tonight, powerful floodwaters swallowing parts of the northeast. >> it's completely destroyed.

>> reporter: nearly the entire state of vermont under a flash flood warning. roads in and out of multiple towns caked with mud or washed away. abc's jaclyn lee on the ground. >> we're about 20 miles outside londonderry, vermont, with so many roads flooded, we can't even get to it. the fire department rescuing this homeowner. the town administrator confirming flooding levels have exceeded hurricane irene. >> reporter: the storms on the move, after 24 hours of torrential chaos. less than an hour north of new york city, state police using ropes to rescue terrified people off this highway in orange county, creating a human chain to get to safety. the highland brook transformed into a rapid-filled river, trapping families in their homes in highland falls. county officials say a woman in her 30s was killed while trying to evacuate her home as it took on water. >> she was walking her dog across, from what we know, and

got swept up by the, literally, rapids. >> reporter: her dog and two other family members survived. main street here in highland falls is just smothered in all of this thick mud, because the flash flooding came through, wrecked businesses and homes, pushed all those cars in the parking lot around. debris filling this town. tony guarino now calling a hotel home tonight. >> my place is disaster. i lost everything. >> reporter: in stony point, swiftwater teams bringing richie beyers to safety. his neighbor cindy beyers says her family has owned this home for more than a century and they've never seen the water this high. >> i just grabbed the bag and i got my car and i sat out on the road, and just within maybe 20 more minutes, it started going around the house. >> reporter: and it was taken over. >> yeah, then it just kept coming. >> reporter: debris blocking commuter rail tracks. even amtrak service was halted from new york to albany until further notice. >> david: frightening images these last 24 hours. let's get the ginger, live in

rockland county. this threat is not over? >> reporter: no, rut land county, vermont, just reporting seven inches already and we've still got flash flood warnings on the map. anywhere from worcester up to brookfield, vermont. we'll get it out of here tomorrow, but then we have to watch for damaging wind from green bay down to lubbock. el paso, texas, now on day 25, consecutive days at 100-plus. something they have not done since they started records back in the 1880s. phoenix will go for excessive heat warning, 111, they are on a tear above 110. and the debris into cindy's home, the highest she has seen. worse than flood, rors than irene, and this wasn't didn't have a name. she was told with all of these, this is a 1 in 1,000-year event. that doesn't mean once every 1,000 years, it means a 0.1% in a given year. and climate scientists tell us that we can expect more of these extreme rainfall events as humans help to amplify the

natural warming of our planet. david? >> david: ginger, thank you. we're also following this unfolding situation in the west at this hour. in los angeles county, a massive landslide destroying at least nine homes. the land began to move over the weekend, forcing about a dozen homes to be evacuated, then shifting again overnight. some 20 feet in one night. sending homes collapsing into the ravine. abc's chief national correspondent matt gutman is on the scene tonight. >> reporter: tonight, a massive landslide destroying at least nine homes and raising serious concerns about the stability of additional properties near los angeles. the hillside gave way and began sliding into the canyon in rolling hills estates on saturday, forcing residents in a dozen homes to evacuate. the land shifting again overnight, sending those homes collapsing into the ravine. >> i think it has moved another 20 feet from last night. we're now seeing entire homes that have collapsed and are into the ravine behind their homes.

so, it is moving quickly. >> reporter: residents hearing cracks and movement for days, and officials say there's nothing they can do to stop it. >> yeah, you thought something was amiss, because all through the day and night we hear cracks in the house. and then, you know -- and the frequency gets more and more frequent, and so, we thought that something must be wrong. >> reporter: and david, just over the past couple of minutes, the unmistakable sound of cracking and glass shattering. we heard and saw one of the buildings begin to shift down into that valley. now, i want you to get a sense here of these houses. all of them, about ten feet lower than they would normally be. now, the city council is set to declare a state of emergency, and just moments ago, david, we spoke to firefighters here who said they still don't know what caused this landslide. >> david: another unsettling night ahead there for sure. matt gutman, thank you. overseas tonight, and we turn to the president on the world stage. he has just arrived in lithuania. president biden there for the high stakes nato summit that

begins tomorrow. news coming in tonight, sweden will now join nato. and president biden has been asked, what about ukraine? should that country, now 500 days into war, be allowed to join, too? what the president said. abc's elizabeth schulze traveling with the president. >> reporter: president biden arriving in lithuania tonight for the high stakes meeting of the nato allies. and no sooner had he touched down, the historic announcement. the alliance is set to expand. sweden will join nato after turkey dropped its objections. a show of strength amid escalating tensions with russia. biden's arrival caps a whirlwind 24 hours. the president stopping over in london for a meeting with king charles, their first since charles ascended to the throne. >> mr. president, how was your meeting with the king? >> it went very well. >> reporter: the coming days will be harder. topping the agenda, russia's war in ukraine. the biden administration rattling some allies by agreeing

to send cluster munitions to the ukrainian military. those weapons, controversial, because of the deaths and injuries they can cause to civilians when unexploded bomb particles are discovered. in london, british prime minister rishi sunak tried to discourage biden from deploying them, according to a spokesman. >> our relationship is rock solid, the united states and great britain. >> reporter: then there is the matter of whether ukraine itself should be admitted to nato. the president's answer? not yet. that admitting ukraine would put nato and the u.s. at war with russia. >> i don't think there is unanimity in nato about whether or not to bring ukraine into the nato family now, at this moment, in the middle of a war. if the war is going on, then we're all in a war. you know, we're in a war with russia, if that were the case. >> reporter: today, this response from ukraine's president volodymyr zelenskyy. "ukraine deserves to be in the alliance," he said. "not now, there is a war.

but we need a clear signal and we need this signal right now." >> david: so, let's get into this with elizabeth schulze, live in lithuania tonight. and elizabeth, i know you've learned that president biden will sit down with president zelenskyy later this week now? >> reporter: david, a big question heading into this nato summit was if president zelenskyy would attend. a white house official now tells us that zelenskyy will be here and meet with president biden and wednesday. it will mark their third face-to-face meeting this year, and a public show of unity, as biden trying to shore up support for the war in ukraine. david? >> david: elizabeth, great to have you with us on the weeknight bras here. thank you. there is also an unexpected headline from the kremlin tonight. a surprising claim from moscow. they now they that just five days after that attempted revolt, that vladimir putin then met with the man who was trying to lead that march on moscow, yevgeny prigozhin. they say the meeting lasted for

hours. here's james longman from inside ukraine tonight. >> reporter: a new twist tonight in that dramatic failed wagner revolt against vladimir putin and moscow. the kremlin now claiming that just five days after ending his june 24 rebellion, wagner chief yevgeny prigozhin actually met with putin face-to-face. a kremlin spokesman saying prigozhin was among 35 wagner commanders at the meeting, which lasted three hours, alleging they pledged their loyalty to putin. this is the first reported contact between prigozhin and putin since that mutiny. but the wagner leader, once a fixture on social media, has not been seen in weeks. his current whereabouts unknown. and tonight, ukraine's head of military intelligence has told reuters wagner militants came close to reaching a nuclear military base with the intention of "raising the stakes" by seizing nuclear weapons. the development pushing the kremlin to hastily negotiate with prigozhin. abc news has not corroborated these claims. prigozhin had initially wanted this man, general

valery gerasimov, chief of the defense staff, fired. gerasimov was seen today for the first time since the attempted coup, proof he's still in the job, but it's unclear when the video was filmed. and david, now more than 500 days into this war, a new devastating russian air strike tonight. at least seven people are dead and more than a dozen injured in a rocket attack on a school during the distribution of humanitarian aid. the horrors continue. david? >> david: 500 days in now. james longman there in ukraine. thank you. back here in the u.s. tonight, there is news coming in at this hour that disgraced former usa gymnastics doctor larry nassar has been attacked in prison, stabbed multiple times. here's abc's erielle reshef tonight. >> reporter: tonight, the former usa gymnastics team doctor convicted of abusing dozens of young athletes, attacked inside this high security federal prison in florida. sources tell abc news, larry nassar, who was housed with other sex offenders, was stabbed six times in the back

and neck by at least one fellow inmate. he suffered substantial injuries, and is in stable condition with a collapsed lung. >> you do not deserve to walk outside of a prison ever again. >> reporter: nassar was sentenced to 175 years for sexually assaulting gymnasts under the guise of medical treatments, including members of u.s. national team. 156 survivors confronted the disgraced doctor in court. >> i remember laying there frozen stiff on the table, utterly mortified, confused, and scared. >> we will use our voices to make sure you get what you deserve. >> reporter: one father so enraged by nassar's abuse of his three daughters he tried taking justice into his own hands. >> i would ask you as part of this sentencing to grant me five minutes in a locked room with this demon. would you give me one minute? >> you know that i can't do that. that's not how our legal system --

>> well, i'm going to have to -- >> reporter: that father then lunging toward nassar. and david, as for the stabbing, officials are now looking at video to determine whether anyone else was involved, and tonight, we are learning, david, that two of those officers who were guarding the unit where nassar was being held were working mandated overtime shifts because of staffing shortages. david? >> david: erielle reshef reporting tonight. thank you, erielle. in the northeast at this hour, there is an urgent manhunt under way across state lines for a murder suspect who escaped a pennsylvania jail using a rope made of bed sheets to climb out. authorities tonight warn he is a self-taught survivalist with military experience, who should be considered very dangerous. abc's alex presha in warren, pennsylvania, now. >> reporter: tonight, at least 15 law enforcement agencies fanning out across northwest pennsylvania as the manhunt for escaped murder suspect michael burham extends to its fourth day. searching the woods, helicopters in the air, s.w.a.t. teams going

door-to-door, trying to locate the self-taught survivalist with military experience. they've discovered stockpiles or campsites in wooded areas, and believe burham may have help. >> we believe he has previously prepared to conceal himself in the woods. >> reporter: the army confirming tonight that burham was a sergeant in the army reserves, serving more than 12 years. authorities say he is considered armed and dangerous. burham escaped from the jail late thursday night, hoisting himself up to the roof on exercise equipment, using a rope made of bed sheets to rappel down, running into the woods. is there any indication that either he was getting assistance from within the prison or that this could have been an inside job? >> i can tell you that is being thoroughly investigated. >> reporter: mary connaro lives next to the jail. police say burham was seen running through her yard the night he escaped. >> i see activity on this porch behind me, where there were three officers and they all had flash -- you know, searchlights. >> reporter: police say he has likely changed out of his jailhouse uniform by now, releasing these images of his tattoos. urging the public to stay away.
